Justice Kiryabwire Urges Judges to Embrace Judiciary's Digital Transformation

Court of Appeal's Justice Geoffrey Kiryabwire urged Judicial Officers to embrace technology as a critical tool in modern justice delivery, describing the Electronic Court Case Management Information System (ECCMIS) as the future of Uganda's Judiciary.

Speaking at the closing ceremony of the Training, Justice Kiryabwire commended participants for being part of a digital revolution that is transforming court operations.

"You are now part of what many thought was impossible," he said. "Mastering these tools will make your work more efficient and effective. The days of not knowing what you are doing as a judicial officer are fading away."

Justice Kiryabwire emphasized that ECCMIS is designed for use by all judicial officers - not just clerks or secretaries - noting that it is even accessible via mobile phones.

He noted that ECCMIS offers full traceability of activity within the system, making accountability inevitable.

"Every action leaves a digital footprint. We can track those who are not using the system," he said, stressing that accurate record keeping is now a personal responsibility of each judicial officer.

Justice Kiryabwire expressed confidence that the rollout of ECCMIS would improve efficiency, transparency, and public confidence in the courts.

"When you are more efficient and effective, you become global, and the people we serve will be happier with us," he noted.

He further challenged judicial officers to embrace digital processes fully.

"If your work process is not online, you are not in this era," he stated, adding that the Judiciary is committed to automating its services.

Lady Justice Immaculate Busingye, Chairperson of the ECCMIS Technical Committee, encouraged participants to support their clerks in adopting the new system.

"Let us encourage our clerks, let us show them that the system is easy to use," she said.

Justice Busingye demonstrated how to upload a judgment onto ECCMIS, giving participants a practical experience of the system.

Senior Systems Administrator Ms. Flavia Chandiru and Computer Programmer Mr. Brian Oryema facilitated the training, with Mr. Oryema highlighting role-based access features within ECCMIS.

To appreciate the engagement of participants, gifts were presented to Justices, Judges, and Registrars at the end of the day's session, which was moderated by Senior Systems Administrator Mr. Denis Rwatooro.
